Obligation Schemes and Monitoring
The Directive requires Member States to set up an energy efficiency obligation scheme for energy distributors and/or retail energy sales companies as that achieves annual energy savings of 1.5% of their sales up to 2020. As an alternative, Member States can implement other policy measures that deliver an equivalent amount of savings as an obligation scheme. Member States can also choose to combine obligation schemes with alternative policy measures.
This thematic group offers Member States a channel for sharing information and exchanging experiences on the different implementation. This group will also tackle specific technical issues related to monitoring the impacts (energy savings) of the different measures Member States choose to implement to meet the requirements.
Issues addressed include:
- The implementation options available to Member States in relation to Article 7 of the EED.
- Learning from the experiences of existing energy efficiency obligation schemes.
- Good practice examples of monitoring and evaluation of the impacts (energy savings) of the different options available to Member States.
